Identifying Multilingual/EL students:
The U.S. Office for Civil Rights and North Carolina State Board of Education policy HSPK000 (16 NCAC 6D.0106) require that a Home Language Survey (HLS) be administered to all students upon initial enrollment. All students whose home language is a language other than English are considered National Origin Minority (NOM) students. The home language survey is used to help determine if the NOM student is an English Learner (EL)/Multilingual Learner (ML).
